On its own, love it not enough to sustain a relationship. You need trust, communication, fun, sexual tension. If she loves you, she may be willing to work on it at some point, but right now she needs space.
There are two possibilities. One is that she is trying to save your feelings, and really does not love you. In other words, she could be telling a white lie. Also, sometimes, you can love someone but know that they're wrong for you. This can happen for lots of reasons.
