Sanding down to fresh wood is the key, if it has already been outside. The cells have to be open to receive the stain. Once stained, you will need several coats (dried between applications) of sealer. Or, use a desk stain and sealer in one. Since children will be applying bare skin for hours, think "eco friendly."

Buy some wood stainer, whatever color you decide is the best, and find the paintbrush that is exaclty the size that you need.

Start by staining the wood with a 2-3 layer coat of stain. After this, make sure you put on a protective coating. Only after this do you want to actually build the swing. If you do it earlier, you won't be able to stain certain areas because of the ropes.

First it would make sense powerwash it go get it thoroughly clean and then apply some type of water sealant where applicable.
