Use a file. Separate the blades. Clean off any dirt or plant material. Lay the file flat on the cutting edge. Slowly push the file along the edge to smooth down any nicks or rough spots. Repeat on the other blade. When you finish, apply a light coat of oil. Reassemble the clippers.
