Make a vee with a sheet of paper. Make a line of tobacco in the vee. With thumbs, press the tobacco while rubbing the paper up and down. This will compress the tobacco and make it round. Tuck the near side over and roll it up. There are many instructional videos on youtube if you have internet access.

It is not hard but it can be hard to get the technique down. Many people just buy a rolling machine so they can make a lot of cigarette fast and easy. Hand rolling can be slow and tedious but it can be cheaper since the tube for the rolling machine can cost a bit more than papers.
