Toshiba laptops can have their BIOS passwords reset by software called KeyDisk, some models will boot by holding down a model specific key. If it is one of the older Toshiba models then a parallel port dongle with pins 1-5-10, 2-11, 3-17,4-12,6-16,7-13,8-14,9-15 shorted will boot without a password.

It depends largely on the model of your Toshiba laptop. The most common way is to remove the back cover and shorting out two pins.
