Call up National Insurance and ask for another one. If you can't find their number, look it up on the internet. If you dont have free internet, you can access at a local public library. When you speak with a representative explain your situation and they will walk you through the steps of getting a new card.

I would call them and tell them what happened to your old one. As long as you are polite and remain calm they will more than likely send you another one. As long as you can prove that you have their insurance I see no reason why they will not replace it.
