A paint chip should be scraped and sanded smooth to remove all loose paint. An oil or latex primer (specific to the surface) should then be applied before painting.
1. Get a paint scraper and scrape all around the area -- all the excess that might chip.
2. Get a piece of sandpaper (medium coarseness) and smooth out the edges around the missing painted area.
3. Apply a layer of primer and allow to dry.
4. Apply a layer of the paint that matches the area of yours.
Paint chips can be repaired on a wall by first sanding the area that is chipped until smooth and even with the rest, and then painting it until it's even.
The best way to repair paint chips is to invest in a sander, or sandpaper, and sand the area down. After the area has been cleaned and sanded, it will be ready to be repainted properly.
