I need to touch up a one-inch chip in my car paint. Do I need to use the primer sealer?

The paint is chipped down to the metal.

Primer is usually used to seal previous paint layer to stop interactions and create an even color layer. For something small like that it is probably not needed but it could hurt to do it. Especially if it has been like that for a while.

Since the metal is exposed, and likely has been exposed to elements, a sealing prime would be highly recommended. The primer should make it so that if any oxidation of the metal has begun to occur it is sealed off from causing more rest on your car. It will also give the paint a better surface on which to adhere.
