Gently Scrape off the peeling paint using paint scraper. Slightly sand down the remaining paint edges to have a smooth finish. Use tack cloth to wipe off. Allow a coat of primer and make it dry completely. Now apply the top coat color.

The only way to repair this is remove the old pain and repaint it. The peeling is due to a bad paint job or the use of cheap paint from the factory. It must be completely remove before new pain is applied otherwise it will continue to peel.

Peeling paint is best refinished. To do this you would need to remove the top layer of clear coat and paint then wet sand, buff and recoat.

You will need to get touch up paint for it. Or have it repainted. I don't think you can stop it though. Unless you have it repainted.
