If its cracked there is a home remedy you can try, by putting about a handful of black pepper directly into the radiator.

it depends upon the type of water heater that you have. some tanks may be made of metal and others of fiberglass. the metal ones usually rust out. if its just a valve it can be repaired easily.

It's best to replace the water heater with a brand new, because it would be cheaper to replace then to repair.
