You should watch them whenever they approach your fence, and scold them if they try to dig. Of course it's not instant, you have to be patient and train them well. Also, make sure that your dog is happy and comfortable, so they won't search their way to 'freedom'

Put some thing in the hole that the dog dosen't like, charcold, sticks and dead debris, this will discourage the dog from digging due to the trash. Cut the dogs nails short so that when he digs it is uncomfortable, don't leave the dog near new turned soil as they love this.
