There are free ways to do this like through gmail, but I would go with bluehosting. com. Most people I know swear by it.

Really it is very easy to make a simple page. You can actually create a page using a basic text editor like Wordpad. For a more complex site though it will require more coding. Which it is sometime easier just to use a program like Frontpage or Dreamweaver.
