You need an armature, a base to hold up the paper. Chicken wire is commonly used. Than you take strips of paper (news papers), dip them in wheat paste and then layer them on the armature.

There are a number of websites with pictures and detailed instructions. You start with an armature-a wire shape on which to build. The armature holds the papier mache and gives it shape. Paperclay is a product you mix with water, then mold over the armature. This is preferable to the old "strips of newspaper in paste" method.

You need newspaper, paper mache mix (or water and flour to make paste), and a base to lay the paper mache on. This base could be made of balloons or wire with balloons inflated inside to hold the frame. Rip paper, dip in paste, smooth over mold. Let dry.
