Accordeon fold them on the floor, fix the folds withs safety pins where the brackets (or pole) will going to be. Put them on the brackets, style them and remove the pins. There are special spiral brackets that makes it even easier. But always fold first and use safety pins.

Attach valance creators above the window, pleat fabric and then knot it through valance creators leaving tails either side of the window, arrange pleats above the window into a swag.
