You should take them out when they wake up and after they are done eating/drinking. Also taking them out randomly throughout the day is fine. By doing this you are trying to get the puppy in a habit of going outside and eventually it will start telling you when it has to go the bathroom by going to the door.

I have found that the best way to housetrain is to crate train. You do this by keeping your puppy in a crate (or kennel) when he or she cannot be supervised. When you can supervise your dog, watch for warning signs that he or she has to go. Take your dog out when you see these signs.

Take your puppy out starting once every hour, then working it back to once every few hours bit by bit. Don't yell at it for piddling in the house.

Crate training is the easiest and cruelty free way to train your new friend. Between regular walks outside with tons of praise for going potty. When you are not at home place puppy in his safe comfortable crate. Never use the crate as punishment or a time out.
