My vet seems to think that my puppy should be trained like any other puppy.

All puppies are very similar and should be trained in basically the same manner. You can adjust training to your specific puppy's temperament though.

A Havanese puppy can be trained rather easily using positive reinforcement and praise (much like most other puppies). They are fairly easily trained so there are no specific training techniques promoted for the breed.
