The rig for fluke is a bottom rig with an english bend hook on it. The best bait for fluke vary on location most people use live killy,smelt's,silversides or even sand eel's with squid strip.Fluke bury themselfs in the sand or mud so make sure you drift your bait on the bottom so you can cover some ground .

The best advice you can get is to go to a local bait shop, make a few purchases and ask the folks there. They are bottom feeding fish, and you'd need a sliding sinker bottom rig with a khale hook, and some kind of dead or live fish bait (strips of squid work too)
