I bet you already know the answer. One of the hardest things to face is we can't "get" someone to do something they don't want to do. Even if you could "get" him to propose, wouldn't you rather he do it on his own. Ten years should tell you something.

If you are feeling the need to "make" him propose that's a bad sign. An ultimatum is usually a bad idea, you could try making the setting just right for a proposal...take him on a romantic get away and see if the magic happens. If not, I would suggest proposing to him.

The severe thign to do is to give him an ultimatum. Say that you will end it if he doesn't propose in the next 6 months. It still gives him a little bit of a time frame to work with.
