Simply repainting is not enough, a good thing to do is wash down the walls with bleach water, then repaint with a mildew resistant paint, such as Killz brand, to keep the mildew from returning.
have a construction person check to see why there is mildew on the wall. mildew is usually a sign of moisture that is leaking into the wall. also check for good water drainage.
