To be honest if it has been 10 years and he doesn't want to get married, he probably doesn't ever want to get married. If he is against marriage as a whole it could still work between you but if he just doesn't want to commit to you I would say it is time to break it off.

A decade is quite a long time. It may have to come down to an ultimatum. Let him know marriage is important to you and see where he stands. Maybe he might go for a more informal vows ceremony. this may ease him into a bigger wedding later on.
