They require stratification first i. e. overwintering. this can be reproduced artificially by putting them in the fridge for a couple of months before planting them in the spring. Alternatively you can just plant them in the autumn and let nature do it.

Plum seeds are ready for germination once they are dried out, put them on a window sill in a ziplock bag with holes poked in it and dry them out.

This type of seed requires a period of being dormant. The seed is planted in soil with a top dressing of compost. The container is then placed outside over the winter. In the spring you keep the soil moist until the seeds sprout. I found one instance of a person getting plums from this seed method.
