You should just take the seeds out of the packet and plant them in soil, either in pots or in the ground. To germinate them effectively, research the type of plant that the seeds are for and find out the best type of soil, best amount of shade, and best distance between individual plants for that type of plant.

Invest in a good growing light because the seedling will need light to grow. Plant the seeds in a seedling tray where you can water from the bottom up.

Well you should just plant them. Germinating the plant seeds from the packet is a very useless procedure. Plant the seeds in the soil. Make sure the soil is enriched and make sure that you have some nice fertilizer and compost into your soil. This will help the plants grow fast.

Remove seeds from the packet, most of them need to have the right environment to germinate. Find the right type of soil to plant them in, add water and place near a locate that can get some sunlight
