The best way to go about this would be to call your cell phone provider. With some personal information (eg., your billing address and any other information to prove that you are the owner of that number) your provider should be able to help you recover or reset your PIN.

It could be the last 4 digits of your mobile number, the IMEI number or it could be 1111, 0000, or 9999 as default.

In most cases, you can find the PIN under the "settings" or "options". If you are unable to find it, you can call your provider and they can help you.

On most phones, you have set this yourself. It is really difficult to figure it out, but when all else fails, take your phone and go back to the place where you bought it. They will be able to restore the default pin number and let you change it again.
