In internet explorer click start, then run, type in 'hdwwiz.exe' .Click. The "Add Hardware Wizard" shall appear.Select 'Install the hardware that I manually select from a list (Advanced)' and click Next. See Manufactures select Microsoft then 'Microsoft Loopback Adapter' under adapter. Then click "next" that will install the adapter.

If the interface is serial, the transmit pin may be connected to the receive pin to loopback. A TCP/IP loopback is enabled with an IP address such as 127.0.0.1.

You enable it by being cool and allowing it to. Being so bossy will not help it learn to grow up to be a fully functioning loop back connection and if you want it to then you will just need to learn to trust that it can make it's own decisions.

I'm you are trying to host a server on your PC. Loopback connections redirect requests to the WAN IP to the local machine hosting the server. The setting for it should be on your router in the firewall settings. While you are there, make sure your port forwards are correct.
