Theoretically you would remove the module that includes the gas feed tube, the 'flint' that lights the gas, and the burner plate and replace it with an electric heater coil and power supply similar to one in a stovetop. Since the heater bottle is breakable and conversion kits are hard to get, it's cheaper to replace it entirely.

Too much trouble man, You have to drill the holes and weld the mounting ports for your heating elements. you do not know how strong is your welding. My advice, do not do it. Stay save man. My 2 cents. Buy the new electric water heater. Trust me my friend.

Buy a new one. Chances are that your electric company will give you a rebate or even free installation. -But they are generally more expensive to operate than a decent gas heater. In the end, it is up to you.
