You do not have to check the filter. The filter itself is usually built into the power steering unit or it has an in-line filter. The only work needed for the power steering pump is changing the fluid. Check your automotive manual and you will see the service needed.

There is a canister that is usually clear located underneath the hood directly in front of the steering wheel. Look at the dipstick on the lid when opened.

The best way to check you pump on the power steering is to turn the wheel with the cap off. You should feel pressure in the pump.

The filter is located in the fluid's basin. I have only seen filters in diesel engines but the filter (if equipped) should be easily accessible and free of visual debris.
