Most power steering issues are accompanied (or caused by a leak). Top off your fluid, start the engine, turn your wheels lock to lock twice, (this is the highest stress on the system) turn the car off, and look for where the fluid is coming from. The source of the leak is the source of the issue.

First, check to make sure that your power steering tank isn't overfilled. This causes most of the problems with power steering. It should only be checked while red hot. Overfilling will cause air bubbles in the fluid, which in turn causes noises and steering problems. Check the hoses for leaks.

Always start troubleshooting the power steering by checking the fluid level in your power steering pump. If it is low check your power steering hoses especially near the ends of the hoses for cracks and weather checking. Replace any hoses that are visibly leaking. If you can not find any leaks and your pump whines replace it.

check fluid level, smell it also for a burnt smell and off color could mean bad pump. check for play in rack and pinion and look for leaks. check play and for leaks have someone turn steering wheel back and forth and you look underneath with motor running and also not running
