Citizens do not have access to LEIN (Law Enforcement Information Network), nor should they. If someone keeps passing you, unless they are purposely taunting you, you should let them go about their day. If they are aggressive and dangerous, you are better off calling 911 on your cell phone.

In many states you can pay a fee to the motor vehicle department to find the owner, however, if you feel you are being stalked, go to the police station and ask them to check it for you. If they feel your request is legit, they will be glad to.
