Can our satellites read license plates?

Some military satellites can see the license plates on a vehicle. Its difficult to achieve this though. The satellite must have the correct viewing angle to the ground to see the plate instead of looking down at the car roof. Clouds and shadows frequently get in the way also.

I am assuming you are in the United States. The short answer they can, if the angle is tilted up. The long answer would be why would anyone want to read license plates with a satellite. It is much easier to track you with Onstar or your cell phone GPS system.
