To change an ignition actuator in a Ford, you first want to disconnect the negative battery cable, and then remove the steering column and turn signal stick. Once the steering column has been removed, you need to remove the actuator rod, plate, and undo all of the screws. Once this is done, you can reinsert your new ignition actuator.

Changing the ignition actuator will require you to take off the steering wheel and lock cylinder. Through the steering column you should be able to access the actuator after removing any plates that are in the way.
