Try getting a bucket of feed or some hay and walking into a corral with it, gently calling the horse. Never yell or spook the horse as this will make things worse. Once you get the horse to come to you, gently and easily slip a rope aaround its neck.

Indirectly approach the horse. If horse moves off, you change direction. Keep your head down, shoulders soft. This will take a while, but pay off in end. Practice walking up, touching horse, and walking off. Halter horse, pet horse, release horse. Horse must trust you in order to be caught.

Act like you don't want to catch him. Make a game out of it. Make him want you to put the halter on so he can have a treat. Show him the treat and walk away. When he follows you, show him the halter, when he runs away, walk in the opposite direction. Repeat, no treat until halter is on.

Be persistent. You can put a breakaway halter on the horse if it refuses to be haltered. Keep following the horse around and after time it will get tired and let you catch it.
