Master electricians come up though the ranks. In general, you join the electrician's union, and get trained. First you're an apprentice. After a certain number of hours worked you pass a test to be a journeyman. After more hours, you must pass another test to be a master.

The requirements vary from one state to another. Do an online search for "master electrician" and your state. You'll find lots of information about the requirements, including classroom hours, apprenticing, licensing and what is involved in advancing to the level of master electrician. It takes a lot of hard work and studying.

You must go through a multi-year apprenticeship program to become an electrician. Journeyman is the highest level of electrician. Your local community or technical college may offer such a program.

You need a two year degree, minimum, to start with. Then you must complete an apprenticeship, where you train under a master electrician. Count on at least six years of training.

This varies from state to state, so check with your state board of electricians. You need to apprentice for a period of time with another master electrian.
