govenor or "speed reducing chips" are not easily adjustable. in most cases, yu will need a replacement ocd chip for your cars make model. in most states, it is illegal to adjust or replace govenor chips.
Unfortunately the governor is not availiable to adjusted since its controlled by the ECU but there are fuel management controllers that can be purchased to bypass the govern completely
