Underwater plants do not survive without sunlight. Plants can only thrive in the "sunlight zone" underwater. In the deep ocean plants do not grow because sunlight cannot reach the plants.

A surprising amount of sunlight does penetrate through water. There is a bare minimum of sunlight all plants need to survive. Some are physiologically adapted to less light than others, as underwater plants are. Wherever there is enough sunlight, you will find them growing, although other factors will also influence whether or not a plant can survive in an area.
