How do I make a fireplace chimney out of an inexpensive metal?

You can make a chimney but it is unlikely that one you made would pass code. Most of the chimneys are made out of simple metal and are not expensive unless they are double walled to avoid causing a fire. If you wanted to make a chimney you would have to get a sheet metal roller.

Check with your local building permits office to apply for permits to do the work and find out what materiel's will keep your chimney up to code. The problem with cheap metal is that it can rust out quickly which will not save you any money in the long run.

the chimney can be made out of cheap metals and metal fire bits which are pretty disposable. it will not cost more and it can be removed easily and sold out again.
