Well when you buy a phone it should come with a sim card. Otherwise you will need to contact your wireless provider for one.

Even if you have a smartchip with you, you cannot do it since it can only be done by the shop owner who has an exposure by inserting the smartchip. If the phone has low configuration also the smartchip does not work we have to go for a new one.
