The pipe will need to be replaced, and I do not recommend you doing this yourself. Call a plumber and have them fix it.

Its best to replace the drain valve if it leaks. Turn off the water and heating element to the hot water heater. Then remove the drain fitting and replace it with a hose faucet, usually 3/4 inch. You will need a pipe wrench to do the job and, perhaps, a pair of gloves to protect your hands from hot water.

Turn off stop valve and remove the drain off valve body with a radiator key and there should be a rubber washer which should be replaced to stop the leak.

You can often stop the leak with a faucet cap or hose cap. Otherwise, replace the valve. Many water heaters come with cheap plastic valves that wear out.

You will need to cut your water heater off and allow it to cool. Cut the water supply off. Then replace the valve with one of the same size.

Leaking drain valve on a hot water heater can be fixed or set right and the better option would be to change the washers of the valve concerned.
