If you already have naturally light-colored hair, the best way to find the color you want is to check the color examples on the side of the box of hair dye, not the picture on the front. If your hair is darker, go to a salon.

It depends on your hair color. Blonde hair is easier to get to platinum with a hair dye, but dark hair is more difficult-you may have to bleach hair first.

If your hair is very dark, say dark brown or black, it isn't possible without either going to a salon or completely destroying your hair. Best bet is to find a good beauty supply store in your area and ask them about it.
