If your doing it yourself, go to the store and buy a blond root touch up kit. It should come with a little come. Part your hair in a straight line, touch up all your roots along the line. Keep doing this until your while head is done.

There are root touch up kits that allow you to part your hair in sections and apply the color only to the root portion that has grown out.

In order to dye your roots you will need to go to a beauty supply store and get the root dye tool that will enable you just to dye your roots and leave the rest of your hair un-touched

You just color your whole head again because some of the color will have washed out and it would look funny if you just colored the roots. This is a mistake that a lot of people make.
