create a circle using the ellipse tool hold shift to make a symmetrical circle select the text tool and hover your cursor on the circle a new icon will displayed on circle once you have placed cursor in proper location and selected where you want to began type the text use the free transform tool to adjust the circular text

There are special text options under text. One of them is a warp option where you can bend the text and warp it. However, if you really want to get fancy with text, Adobe Illustrator is the better program to create text since it's a vector program.

Create a circle with the shape tool and make sure that "paths" option is enabled. Select the text tool and position it close to the circle. It should give you an option to create text along the path.

You can use a number of ways to create a text balloon. First select the drawing option or the round symbol option. Select the ellipse tool. Hover it over the circle you have just made and it will allow you to enter text. This makes a symmetrical circle you can type in.
