When you are logged into your yahoo email account, there is a help option. In the help section there is detailed instructions and a link for closing your account.

You don't necessarily need to cancel your e-mail account to stop using it. You can just switch over to a new one. If you are worried about security, it is a good idea to delete every sent and received message from your inbox and mail folders. Then, find a better email provider.
