You will need to tell us some basic information - what car do you have? What carb is fitted? Have you done any modifications on the car? How old is the car and the carb? What pressure are you getting and is this when you start the car?

Do you have the stock fuel pump or are you using a modified extra pump? Adjusting the fuel pump will limit the fuel pressure being delivered. Adjusting the carb is a little more complicated.
Why don't you consider taking it to the service center and getting the fuel pressures and carb checked and then set by the mechanics there? Are you sure you wanna DIY?
The fuel pressure should be reduced in the fuel line. If you have to much line pressure than a pressure regulator valve of some kind needs to be installed.
