Lie on your back with your legs raised, and knees bent at 90 degrees. Keeping your shins parallel to the floor at all times, extend and retract your feet.

First of all, it's really hard to tone only one area. Overall fitness is required before anything in your ab region will look toned. I recommend a mix of cardio and weight training, which should prove beneficial. There are also a great many exercise videos on the market which are aimed mainly at the abs.

Of course the best way it to do crunches and sit-ups everyday. Start with doing maybe 50 of each a day then every week try to add on another 10-20 within about 4-5 weeks you will notice a huge diffrence in the way your abs look and feel.

Good old fashioned sit ups, crunches, or leg lifts. Anything that causes the abdominals to tighten and release repeatedly can tone your abs.
