If you have a landline, call your local/long distance service provider(s) and ask about rate plan options. Many people these days, however, are just using their cellphones. Before cutting the cord, learn how cellular 911 calls are handled in your area, and make sure the system can meet your needs.

First step would be to budget how many minutes and texts you use each month. After you do this you may be able to downsize your plan if you are paying for more than you use. If you are not under contract you can switch to a new provider such as Metro PCS who offer some of the lowest plans.

First, observe your bill and see what you mostly don't use. IF it's concerning a cell phone, look at how much your data plan is costing, it could just be the phone you have. If it cocerns a land line think about cutting off the long distance.
