My dog appears to be in pain but I am not certain if it is labor or not.

Contractions are usually very easy to tell from other ailments. Heavy breathing is a good indicator that your dog is about to have its puppies.

Please approach your vet. Let him examine your dog. Follow prescribed treatment and / or rest. Make your dog as comfortable as possible.
