You will need to find a seller who has coal rights and get them to sell it to you. It will have to be privately held (i. e. no shareholders).

The first step is to contact the owner of the mineral rights. This may not be the same person as the person who owns the land. Try contacting a Realtor or or title company for help on locating the current owner.

To buy deeded coal rights you need to work with an agent that specializes in that type of market. A seller might be private or through a company.
