Have you found out what his hobbies are? It is best if it's something you like as well so something you have in common could start a relationship. Maybe you're a bit too nice with him and he's not into that. Do a little non-stalking investigation about his likes and dislikes when it comes to girls.

It's entirely possible that the guy already does like you but is apprehensive about making the next move. In this case, you could consider becoming the initiator and asking him out or just be a litte more aggressive by increasing direct physical contact. Try to spend more time with him if possible and preferrably, alone in each other's company.
