A scanned document is an image - so you'll have to edit it as an image. You can use something like Paint brush or a more advanced software like Photoshop. You can copy some of that text from other places in the same image and paste it to form words.

A scanned document is basically an image, changing words can be done with an image editing tool but that'll be cumbersome.
