Skype is probably the best way. You can call other people who are logged into skype from their computers for no charge. You can call mobile phones or landline phones for much less than with other plans. As an added bonus, If you have a webcam, you can videoconference!

You can call other pc's using skype software for free, they also have a thing that allows you to dial home telephones but you will have to pay for the call. Also u can call people through yahoo messenger and gtalk.You can see the option of 'call' when you right click on the contact name.
