How do I call people from my computer without the internet?

I am not sure it is possible to call any one from your computer without the internet since you have no connection to any communication device, I think if there was a way to do it you would find it over the internet and if you do that you should already be able to make calls.

The only way I know that you can call people from your computer without the internet is to use a cellular connection card. You can purchase these from you local phone service provider. They are basically usb or network card based cellular modem. Then you just need compatible software and some type of microphone.
